South Africa’s Investigating Directorate Against Corruption (IDAC) has been under fire after a commission called the Madlanga Inquiry revealed serious problems inside the agency. The head of IDAC resigned, three top investigators were suspended, and the acting leader will be chosen next week.

Glynnis Breytenbach Speaks Out

The Democratic Alliance (DA) spokesperson on Justice and Constitutional Development, Glynnis Breytenbach, says the government’s announced fixes are a step in the right direction but fall short.

She argues that the agency’s credibility has been shattered by the daily evidence coming out of the Madlanga Commission. “You can’t just patch up a broken institution,” she said.

Why the Current Reforms Aren’t Enough

  • Systemic problems: The issues didn’t appear overnight; they grew under the very leaders now promising change.
  • Deep‑rooted failures: Allegations of shady relationships, tampered investigations, and political interference point to institutional decay that should have been caught earlier.
  • Beyond repairs: Adding more staff, tweaking procedures, or doing lifestyle audits won’t restore trust when the whole organization is seen as tainted.

What the Government Has Announced

Steps Being Taken at IDAC

Justice Minister Mmamoloko Kubayi and National Director of Public Prosecutions Andy Mothibi outlined several actions:

  1. Comparing employees’ job descriptions with their actual résumés.
  2. Conducting lifestyle audits for all staff.
  3. Running a full audit of every case IDAC has handled.
  4. Reviewing cases currently on the court roll.
  5. Updating standard operating procedures.
  6. Building internal capacity for digital forensics.

Three senior investigators have been suspended, and an acting head will be appointed soon.

Calls for a Fresh Start

DA’s Proposal: A New Independent Anti‑Corruption Body

Breytenbach insists South Africa needs a genuinely independent anti‑corruption commission—one that:

  • Is established according to the Constitution.
  • Operates free from political influence.
  • Has the power to investigate and prosecute grand corruption without fear or favour.

The DA has already introduced a bill in Parliament to create a Chapter Nine Institution that would fulfill this role.

Other Political Moves

The MK Party plans to introduce a bill that would disband IDAC altogether. Minister Kubayi rejects the idea, arguing that strengthening accountability mechanisms inside existing institutions is the better path.

Committee Backs the Suspensions

Chairperson of the Justice and Constitutional Development Portfolio Committee, Xola Nqola, supports the suspension of IDAC’s chief investigator Dylan Perumal, senior investigator Brian Padayachee, and investigator Suneel Bellochun. He says there is a clear record of corruption behind those decisions and trusts the minister, the National Prosecuting Authority, and other role‑players to see the investigations through to a just conclusion.

The revelations from the Madlanga Commission have shaken public confidence in South Africa’s anti‑corruption efforts. While the government is taking steps to fix IDAC, the DA warns that superficial changes won’t be enough. They argue that only a brand‑new, constitutionally protected anti‑corruption commission can rebuild trust and ensure that no one is above the law.
