What Happened in the Durban Police Shooting?

The Shooting in April 2023

In April 2023 a police task team raided a flat in Durban. Five men were inside – Bevan Loftus, Ryan Santos, Chase Fynn, Michigan Hippolyte and Sihle Zondi. According to the police, the men opened fire when the officers entered, and the officers shot back, killing all five.

What IPID Found About Money

The Independent Police Investigative Directorate (IPID) looked deeper into the case. Deputy director Len John told the Madlanga Commission that bank records showed large cash deposits into the accounts of Colonel Deena Govender – the officer who led the task team – and his wife, who is also a police officer.

Bank Deposits and Property Payments

  • Between 29 August 2022 and 18 December 2023, R2,053,650 in cash was deposited into Govender’s and his wife’s accounts.
  • Additional cash payments were made toward buying a house in Isibaya worth about R2.35 million.
  • Specific payments included:
    • R179,800 to conveyancing attorneys on 15 May 2023.
    • R200,000 on 19 May 2023.
    • R298,462 transferred into Govender’s home‑loan account on 26 April 2023.

Adding the home‑loan transfer brings the total to roughly R2,731,912. At the time, Govender’s monthly police salary was under R26,000, making these cash flows look unusual.

Claims About a Hit‑Man Plot

Before the shooting, Bevan Loftus’s father went to court in March 2022. He said a man named Clive Naicker had promised to pay Govender R2.5 million to kill his son. That claim has not been proven in court.

Other Allegations About the Five Men

The commission also heard claims that:

  • One of the men was an “inkabi” (a hired hitman).
  • The others were linked to the towing industry.
  • Police said the group might have been involved in drugs.

These allegations are still unproven and are not findings of guilt.

What the Commission Is Doing Now

The Madlanga Commission must decide:

  • Whether the police’s version of the shooting matches the evidence.
  • Whether the strange money movements involving Govender are connected to the operation.

No final decisions have been made yet, and the inquiry continues.

Conclusion

The Durban police shooting raised many questions. While the officers say they acted in self‑defence, IPID’s money trail shows large cash deposits that don’t match a typical police salary. Claims about a possible payment to kill Bevan Loftus add another layer of mystery. Until the commission finishes its work, we won’t know if the shooting was justified or if financial motives played a part.
