ANC Ekurhuleni Expels Three Ward Councillors
The ANC in Ekurhuleni has removed three ward councillors from the party with immediate effect. Thato Mashiane, Thembinkosi Lubisi and Sibusiso Dlamini were found to have supported other political groups that ran against ANC candidates in upcoming elections.
Reason for the expulsions
The party said the councillors:
- Joined or backed organisations that contested elections against the ANC.
- Campaigned for or acted as agents of groups opposing official ANC candidates.
- Did not follow ANC policies, directives or duties.
These actions were seen as serious violations of the ANC Constitution, especially Rule 25, which requires members to stay loyal to the party’s electoral mandate.
How the decision was made
The Regional Working Committee (RWC) reviewed organisational reports, disciplinary findings and the councillors’ explanations. After considering the evidence, the RWC issued formal notices of expulsion and termination of membership on 9 October 2026. The notices followed a “show cause” letter sent on 2 October 2026.
Acting Regional Secretary Moipone Mhlongo stressed that the ANC expects all members to obey its constitution, respect organisational discipline and follow adopted resolutions.
Interim councillor arrangements
To keep municipal services running, the ANC has named acting councillors for the affected wards:
Ward 2
Councillor Thabang Jiyane will serve as acting councillor.
Ward 71
Alderman Pelisa Nkunjana, the ANC chief whip, will act as councillor.
Ward 52
Councillor Lumka Poki will take the acting role.
These appointments are temporary and will remain in place until the vacancies are filled according to legal and municipal rules.
Ward 79 councillor asked to step aside
In a separate move, the RWC has told Councillor Njabulo Mbonani of Ward 79 to voluntarily step aside from his position effective immediately. He must confirm his acceptance in writing within 48 hours and cooperate with any handover process.
Alderman Dorah Mlambo has been identified to act as the Ward 79 councillor, pending the necessary legal and administrative steps.
Notifying the IEC and the municipality
The ANC Ekurhuleni region has formally written to the Independent Electoral Commission (IEC) and the City of Ekurhuleni Municipality, asking them to declare the vacancies created by these organisational decisions. The party says it will continue to implement its decisions through the proper structures, following the law and municipal governance requirements.
Conclusion
The expulsions show the ANC’s commitment to internal discipline and loyalty to its electoral platform. By appointing interim councillors and notifying the relevant authorities, the party aims to keep local government functioning smoothly while it prepares for the local elections on 4 November. The actions also serve as a reminder to all members that supporting rival parties or acting against ANC candidates will not be tolerated.
