Who is Dr. Makhubu?

Dr. Ngobani Johnstone Makhubu is the newly appointed Commissioner of the South African Revenue Service (SARS), the government agency responsible for collecting taxes. He officially starts on May 1, taking over from Edward Kieswetter for a five-year term. Dr. Makhubu is no stranger to SARS—he’s been the Deputy Commissioner for Taxpayer Engagement and Operations since 2023 and has helped shape the organization’s strategy since 2020. With over 17 years of leadership experience in both public and private sectors, he’s worked in tax, finance, and management across different industries. This background makes him well-equipped to handle SARS’s complex role in South Africa’s economy.

Why This Appointment Is a Big Deal

The South African Institute of Taxation (SAIT) strongly supports the appointment. SAIT CEO Professor Keith Engel called Dr. Makhubu “the best person to move the country forward.” He praised the outgoing Commissioner Kieswetter for his innovative work, which helped improve SARS and support fiscal stability. Professor Engel noted that South Africa seems to be “turning the corner” in managing national debt and growing the tax base, and Dr. Makhubu is seen as key to continuing this progress. SAIT highlighted that Dr. Makhubu’s diverse experience in various sectors prepares him to lead one of South Africa’s most important public institutions.
