On Tuesday, South Africa’s Ministry of Mineral and Petroleum Resources announced that a simple arithmetic mistake had led to an exaggerated diesel price adjustment set to take effect on Wednesday. The error occurred while calculating the fuel duty relief for May 2026, turning a planned 93‑cent‑per‑liter reduction into a figure of just 0.93 cents per liter.

Background of the Fuel Relief Measures

In late April the government unveiled a temporary relief package aimed at cushioning consumers from rising fuel costs linked to the widening Middle East conflict. Key elements of the package, announced on 29 April, included:

  • Extending the existing R3 percentage cut in the general fuel levy on petrol – first introduced on 31 March – until 2 June.
  • Suspending the tax on diesel entirely for the same period.
  • Increasing the diesel relief by an additional 93 cents per liter, bringing the effective diesel price to R3.93 per liter.

The relief was framed as a short‑term measure to offset the impact of sharp price spikes expected from Wednesday, 1 May, amid fears that the Iran‑Israel‑U.S. confrontation would disrupt global oil supplies.

Details of the Calculation Mistake

The Ministry’s statement clarified the nature of the error:

“When calculating fuel prices for May 2026, the additional reduction in fuel duty on diesel of 93 cents per liter was incorrectly recorded as 0.93 cents per liter.”

Because the reduction was understated by a factor of 100, the wholesale diesel price was set to rise by R6.19 per liter instead of the intended R5.27 per liter – an increase of R0.92 per liter more than planned.

The inadvertent retention of the 93‑cent tax meant that consumers would face a higher pump price despite the government’s intention to provide relief.

Impact on Consumers and Government Revenue

The miscalculation has immediate financial implications:

  • Diesel buyers will see a price increase of roughly R6.19 per liter at the wholesale level, translating to a higher retail cost.
  • Petrol prices remain unaffected by the error; the announced R3.27 per liter increase for petrol and the R4.22 per liter increase (as stated in the original release) will proceed as scheduled.
  • The Ministry of Finance estimates that the fuel‑duty relief package will cost the state approximately R17.2 billion in lost tax revenue over the relief period.

Government Response and Next Steps

The Ministry acknowledged the mistake and expressed regret:

“The error is extremely regrettable and the department apologizes for any inconvenience caused leading up to the fuel price adjustment.”

Finance Minister Enoch Godongwana indicated that the temporary relief measures will be wound down after the current extension ends. Starting 1 June, the general fuel levy on petrol is slated to rise from the current R1.10 per liter to R2.60 per liter, while diesel will move from zero to R1.97 per liter before the relief is fully phased out by July.

South Africa, a net oil importer, has been particularly vulnerable to recent geopolitical shocks. The United States and Israel’s strikes on Iran on 28 February ignited a broader conflict that disrupted oil flows from the Persian Gulf, pushing benchmark crude prices upward. Analysts note that such supply shocks often translate quickly into higher domestic fuel prices in countries lacking substantial refining capacity.

The government’s relief package was designed as a buffer against these external pressures. While the calculation error has temporarily undermined that objective, officials say the correction will be applied in the next pricing cycle, and the planned relief adjustments for June and July remain on track.
