Liberia: LEC and Thames Electricals Limited sign $6 million contract to build Liberia’s first electrical manufacturing plant

Liberia and Kenya Forge Strategic Partnership to Build Local Electrical Manufacturing Hub

On May 12, 2026, the Liberia Electricity Corporation (LEC) and Thames Electricals Limited, a Kenya‑based international electrical engineering firm, signed a Memorandum of Understanding (MoU) to establish Liberia’s first large‑scale manufacturing and modernization facility for electrical infrastructure products. The ceremony, held in Nairobi on the sidelines of the Africa Forward Summit, was witnessed by Liberian President Joseph Nyuma Boakai and Kenyan President William Samoei Ruto.

Background of the Agreement

The MoU follows a bilateral discussion between the two heads of state, during which they explored broader cooperation in energy, trade, and infrastructure. Both leaders emphasized the importance of moving Liberia away from reliance on imported electrical equipment toward a self‑sufficient, locally‑driven manufacturing base.

Thames Electricals Limited brings decades of experience in designing and producing distribution transformers, conductors, switchgear, and smart meters for African utilities. LEC, as the state‑owned utility responsible for Liberia’s national grid, will provide the domestic market demand and regulatory support needed to launch the venture.

Project Scope and Expected Impact

The facility will be developed by a dedicated Liberian specialist company and will focus on:

  • Manufacture and refurbishment of distribution transformers
  • Production of overhead and underground conductors
  • Assembly of switchgear and related ancillary equipment
  • Fabrication of smart meters for advanced metering infrastructure

Indicative annual production volumes are projected to rise from US$4 million–US$6 million in the first year of operation to US$16 million–US$25 million by the fifth year. This growth trajectory positions Liberia not only to meet domestic demand but also to serve the wider ECOWAS, Mano River Union, and African Continental Free Trade Area (AfCFTA) markets.

Alignment with National Development Plans

The initiative directly supports several of Liberia’s strategic frameworks:

  • ARREST Agenda – President Boakai’s roadmap for economic transformation and industrialization.
  • National Energy Compact – Part of the World Bank’s Mission 300 Initiative, aiming to expand electricity access across Africa.
  • African Development Bank (AfDB) Energy Strategy – Complementing regional efforts to strengthen power sector resilience.
  • LEC Strategic Plan 2025‑2030 – Targets include expanding generation capacity to 200 MW, growing the customer base to over 600,000 connections, and reducing network losses to below 15 % by 2030.

By producing critical grid components locally, Liberia expects to lower import bills, create hundreds of skilled jobs, and improve the reliability and efficiency of its electricity network.

Next Steps and Timeline

Construction of the manufacturing plant is slated to begin within a few months of the MoU signing, with commercial operations anticipated to start in early 2027. The project will be financed through a combination of private sector investment, development bank loans, and potential equity participation from Liberian stakeholders.

Monitoring and evaluation mechanisms will be put in place to track progress against the outlined production targets, job creation metrics, and contributions to national energy goals. Regular updates are expected to be shared with the public through LEC’s official channels and partnership reports.
