DA appoints Breytenbach as Chief Whip and appoints five MPs to Phala Phala’s impeachment committee

Date:

DA Appoints Glynnis Breytenbach as Parliamentary Group Leader

The Democratic Alliance (DA) has selected veteran MP and former prosecutor Glynnis Breytenbach to lead its parliamentary caucus in the National Assembly. The announcement was made by DA faction leader George Michalakis on Monday, positioning Breytenbach as the party’s chief administrator of parliamentary rules and a key negotiator within the Government of National Unity (GNU).

Background and Experience

Breytenbach brings more than a decade of legislative service to the role, having served as a Member of Parliament since 2012. Prior to entering politics, she spent several years as a senior prosecutor in the National Prosecuting Authority, where she handled high‑profile criminal cases. Throughout her parliamentary tenure she acted as the DA’s spokesperson on justice matters, earning a reputation for rigorous scrutiny of legislation related to policing, corrections and judicial independence.

Her legal background is frequently cited by colleagues as an asset for overseeing the DA’s whip system and ensuring that party members adhere to both parliamentary procedure and constitutional obligations.

Role in the Government of National Unity

In her new capacity, Breytenbach will work alongside Deputy Chief Whip Bax Nodada to supervise the DA’s parliamentary machinery. This includes:

  • Managing the 13 National Assembly whips
  • Coordinating the activities of the party’s 87 National Assembly members
  • Overseeing the DA’s 12 delegates to the National Council of Provinces

Michalakis emphasized that the appointment aligns with the DA’s strategic focus on security and accountability, a priority articulated by federal leader Geordin Hill‑Lewis. He added that the caucus is united in wishing Breytenbach success as she navigates the complex dynamics of the GNU.

Impeachment Committee Assignments

Beyond her leadership duties, Breytenbach has been named to the DA’s delegation on the National Assembly’s Section 89 Impeachment Committee, which is examining the so‑called Phala Phala matter involving President Cyril Ramaphosa. The DA’s representatives on the committee are:

  • George Michalakis (faction leader)
  • Bax Nodada (Deputy Chief Whip)
  • Glynnis Breytenbach
  • Karabo Khakhau (party spokesperson)
  • Nazley Sharif

The committee, composed of 31 members, will determine whether there is prima facie evidence to initiate impeachment proceedings. Seats are allocated proportionally among the four largest parties—ANC (9), DA (5), MK Party (3) and EFF (2)—with the remaining 12 seats distributed one‑each to smaller parties.

Phala Phala Matter and Political Developments

The DA has highlighted the work of its members in bringing the Phala Phala allegations to public attention. According to the party, spokesperson Karabo Khakhau’s investigations into the appointment of chief executives at the politically linked Education and Training Authority (Seta) contributed to the removal of Higher Education Minister Nobuhle Nkabane. Likewise, Nazley Sharif’s efforts were credited with prompting the dismissal of Social Development Minister Sisisi Tolashe.

In a statement, the DA’s prosecutors asserted that “if any wrongdoing is found against the president, the prosecution will hold him accountable, just as we did with members of the Cabinet.” The party maintains that it will fulfill its constitutional duty to scrutinize the executive while respecting the rule of law.

Media reports, including coverage by TimesLIVE, indicate that President Ramaphosa’s legal team is seeking an interdict to delay the impeachment process pending a judicial review of the Section 89 panel’s report. As of the latest updates, the National Assembly Chief Whip Forum has agreed on the committee’s composition, setting the stage for the next phase of the inquiry.
