Date:

Parliament’s Busy Week: Oversight, Trade Forum, and Early Local Elections

The coming parliamentary schedule is packed with oversight activities, commemorative events, and policy‑focused engagements that are likely to influence the political agenda for the weeks ahead. Below is a day‑by‑day breakdown of the key items on the agenda, supported by publicly available sources.

Parliamentary Oversight and Committee Work

Plenary sessions will run throughout the week, accompanied by 45 committee meetings covering a range of portfolios. The National Assembly (NA) will also deliberate on the National Council of Provinces (NCOP) budget vote, a routine but critical exercise in fiscal oversight.

For a full list of scheduled committees, see the Parliament’s weekly programme (PDF).

Commemorating the June 16 Uprising

On Monday, the Parliamentary Library Service, together with external stakeholders, will host the Generational Dialogue to mark the 50th anniversary of the 1976 June 16 Uprising. The event’s theme, “Youth Voices, Reading and Democracy”, aims to reflect on the legacy of the student uprising while launching the National Library of South Africa’s Reading Ambassadors programme.

The June 16 uprising remains a pivotal moment in South Africa’s struggle against apartheid; historical accounts note that over 20,000 students participated in the original protest.

Defense and Aerospace Outreach

Also on Monday, the Ministry of Defence will hold a media briefing and a 100‑day celebration ahead of the biennial Africa Aerospace and Defense exhibition and air show, scheduled for September 2025 at the Waterkloof Air Force Base.

The exhibition, which attracts more than 30,000 visitors each edition, serves as a platform for showcasing local defence capabilities and fostering international partnerships.

Higher Education Engagement

From Monday to Wednesday, Deputy Minister of Higher Education and Training Mimmy Gondwe will lead a nationwide outreach to private higher education institutions. The initiative seeks to strengthen cooperation between the state and private providers, addressing issues such as quality assurance and funding mechanisms.

Details of the outreach can be found in the Department of Higher Education and Training’s official portal.

Remuneration Debates and NCOP Budget Votes

On Tuesday, the National Assembly will consider opinions, committee reports, and decisions on the remuneration of officials and members of independent constitutional institutions. Simultaneously, the NCOP will debate the budget votes for the police, the Independent Police Investigative Directorate (Ipid), and the Civilian Secretariat for Police.

These discussions are part of the annual budget cycle, where parliamentary committees assess expenditure proposals before final approval.

South Africa‑Italy Agribusiness Forum

Tuesday also marks the start of the first South Africa‑Italy Agribusiness Forum in Cape Town, co‑hosted by Agriculture Minister John Steenhuisen and his Italian counterpart, Minister Francesco Lollobrigida. The forum runs through Wednesday and will focus on:

  • Building resilient, value‑added partnerships in the agricultural sector
  • Advancing agro‑processing, innovation, and market access
  • Signing a bilateral cooperation agreement covering agriculture, agro‑processing, innovation, and trade facilitation

The initiative aligns with both countries’ strategies to boost agricultural exports; South Africa’s agricultural sector contributed roughly ZAR 120 billion to GDP in 2023.

Royal Courtesy Call

Later on Tuesday, DA federal leader Geordin Hill‑Lewis will lead a federal and KwaZulu‑Natal provincial delegation on a courtesy call to King Misuzulu kaZwelithini at the eMashobeni Royal Palace in Pongola. Such engagements are customary for political leaders seeking to acknowledge traditional leadership structures.

Social Services Cluster Questions

On Wednesday, the ministers of the social services cluster will appear before the National Assembly for oral questions. The cluster comprises:

  • Basic Education
  • Health
  • Higher Education and Training
  • Human Settlements
  • Social Development
  • Sports, Arts and Culture
  • Water and Sanitation

This session allows members of parliament to scrutinise policy implementation and service delivery across key social sectors.

Defense Spending Review and Military Justice Bill

The Standing Committee on Budgets will receive a briefing from the Ministry of Defence on its spending review and plans to improve spending efficiency. Later in the week, on Thursday, the National Assembly is expected to consider the report of the Portfolio Committee on Defence and Military Veterans on the Defence Amendment Bill. The bill aims to strengthen the legal framework for military justice by enhancing the independence of military judges and senior military judges.

Analysts note that similar reforms in other jurisdictions have contributed to greater transparency in military adjudication processes (UN Rule of Law Hub).

Audit Hearings and SCOPA

The Standing Committee on Public Accounts (SCOPA) will hold hearings with the City of Johannesburg concerning the 2024/25 audit results and an ongoing Special Investigations Unit investigation. These hearings are a key mechanism for ensuring accountability in
