Sita Inquiry, Health Conference and Madlanga Commission dominate the busy week

Date:

PSC Completes Investigation into State Information Technology Agency

The Public Service Commission (PSC) has finished its probe into the State Information Technology Agency (SITA) and will hand the final report to Communications and Digital Technologies Minister Solly Malatsi on Monday, according to a statement from the Ministry.

The investigation was launched in December 2024 after Minister Malatsi requested the PSC examine allegations of government failure, leadership instability, infighting, weak accountability, and problematic decision‑making processes at SITA.

Key Areas Examined

  • Procurement irregularities and potential corruption
  • Approval of irregular contracts
  • High turnover in senior management and its impact on organisational stability

The PSC’s statement notes that the inquiry also looked into “the implementation of collective bargaining agreements and the prevalence of outsourcing, consultants, and load‑reduction measures that have affected service delivery.”

Next Steps

Minister Malatsi and the PSC will jointly brief the media in Pretoria on Monday to present the findings. The briefing aims to increase transparency and allow stakeholders to understand the recommended remedial actions.

Samwu Announces National Day of Action Over Municipal Workers’ Grievances

The South African Municipal Workers’ Union (Samwu), which represents roughly 160,000 of the country’s nearly 300,000 municipal employees, will stage a “national day of action” in Pretoria on Thursday.

Union spokesman Papikie Mohale said participants will submit a list of demands to several government entities, including the National Treasury, the Department of Cooperative Governance and Traditional Affairs (COGTA), the South African Local Government Association (SALGA), and the Department of Water and Sanitation.

Core Issues Raised by Samwu

  • Chronic underfunding of local government
  • Perceived Treasury interference in municipal affairs
  • Delays in implementing collective bargaining agreements
  • The City of Johannesburg’s Politically Facilitated Agreement (PFA) and its impact on the wage curve
  • Non‑payment of salaries and benefits
  • Growing reliance on outsourcing and consultants
  • Load‑reduction measures affecting water boards
  • Reports of harassment directed at workers and shop stewards

Mohale emphasized that the march seeks to highlight “the systemic challenges that undermine service delivery and jeopardise the livelihoods of municipal workers across the country.”

Madlanga Commission Continues Work Amid New Developments

The Madlanga Commission, tasked with investigating corruption within the criminal justice system, will proceed with its hearings this week.

In a related development, a suspended officer from the Ekurhuleni Metropolitan Police Department was arrested on Friday after providing explosive testimony ahead of the commission’s appearance in the Johannesburg Magistrates Court on Monday.

Allegations Highlighted in Witness Statement

The witness statement described an alleged unlawful raid in Killarney in 2023, during which approximately R14 million worth of gemstones were reportedly stolen. The testimony has prompted further scrutiny of police conduct and evidence‑handling procedures.
