Why This Election Feels Different

The Independent Electoral Commission (IEC) says the upcoming municipal vote will happen in the toughest pre‑electoral climate seen in the last 30 years. A face‑to‑face survey run from October 2025 to February 2026 revealed growing disappointment with politics, weaker trust in institutions, and a sense that democracy isn’t delivering for everyday people.

What the Survey Found

Trust in Government Is Falling

  • National government trust dropped from 69 % in 2004 to just 19 % today.
  • Parliament’s trust fell to 20 %.
  • Local government confidence slipped from 55 % to 18 %.
  • Political parties are trusted by only 11 % of respondents, down from 42 %.
  • Even the courts and the IEC have lost ground – IEC trust fell from 74 % to 32 %.

Democracy Satisfaction at a Low

In 2004, 63 % of people said they were happy with how democracy works. By the 2025/26 period, dissatisfaction rose from 25 % to 68 %. More citizens now feel the country is heading in the wrong direction.

Voter Intentions Are Shifting

If the election were held tomorrow, the intention to vote would fall from 76 % (recorded in 2015) to 64 %. However, the IEC stresses that this trend can reverse if candidates address real community concerns and show responsiveness.

Who Still Believes in Voting?

Despite the doubts, at least 62 % of South Africans still view voting as a civic duty. The intention to vote is highest among adults in the Eastern Cape, KwaZulu‑Natal, and Mpumalanga.

Voter Roll Updates

The current voter roll stands at 2.7 million registered voters. Each month about 34 000 names are removed due to mortality, but the IEC has added 106 000 new entrants since the May 2024 national elections, pushing the roll upward.

Parties and independents will compete for 10 439 seats spread across 214 municipalities, which contain 4 466 wards.

Candidate Nominations

Based on past trends, the IEC expects a modest rise in nominations compared to the 95 000 received five years ago. Preparations are underway for a possible surge when nominations open.

Key Dates

The election will be held on 4 November 2026. The official proclamation – which also marks the closing of the voter roll for first‑time registrants – must appear in the government gazette by early August.

What Can Be Done?

The IEC notes that low turnout isn’t inevitable. If political parties listen to voters, deliver on promises, and rebuild trust, the intention to vote can rise again. Engaging young people, explaining how local government affects daily life, and ensuring transparent processes are essential steps.
