South African Agribusiness Confidence Slips Further in Q2 2026

The Agricultural Business Chamber of South Africa (Agbiz) and the Industrial Development Corporation (IDC) released their latest Agribusiness Confidence Index for the second quarter of 2026, showing a continued decline in sentiment among the country’s agribusiness leaders.

According to the survey, the overall index fell four points to 45, remaining below the neutral threshold of 50. This follows an 18‑point drop in the first quarter, indicating a persistent pessimistic outlook.

Key Drivers Behind the Decline

Respondents highlighted several inter‑related pressures:

  • Middle East conflict: Escalating tensions have pushed up global energy and fertilizer prices, directly raising input costs for cereals, oilseeds and sugarcane.
  • Fertilizer price sensitivity: Fertilizers represent roughly 20‑35 % of input costs for major crops, while fuel accounts for another 10‑15 %.
  • Foot‑and‑mouth disease (FMD): Ongoing outbreaks continue to strain the livestock sector, despite accelerated vaccine imports.
  • Weather concerns: Early indications of an El Niño pattern for the 2026/27 production season have added uncertainty about yields.
  • Commodity price weakness: Lower global prices for sugar and wheat were cited as additional drags on profitability.

Survey Methodology and Scope

The index is based on responses from at least 25 senior decision‑makers who rated the ten most influential factors on their businesses:

  • Sales
  • Net operating income
  • Market share
  • Employment levels
  • Capital investment
  • Export volume
  • Economic growth outlook
  • General agricultural conditions
  • Bad‑debt provisions
  • Financing costs

The survey was conducted during the second week of June 2026 and is designed to serve as a leading indicator of agricultural production value, helping policymakers, industry executives and economists gauge sector health.

Export Performance Amid Headwinds

While confidence waned, the sub‑index measuring agricultural export volume slipped 13 points to 38, reflecting worries about logistics disruptions and higher shipping costs linked to the Middle East situation. Nevertheless, actual export figures remain robust: South Africa’s agricultural exports totalled US$3.7 billion in the first quarter of 2026, an 11 % increase over the same period in 2025.

Government Response to Foot‑and‑Mouth Disease

Agriculture Minister John Steenhuisen noted that the state has procured 13.5 million doses of FMD vaccine since February 2026, describing it as “the largest vaccine procurement programme ever undertaken by the South African state.” By 28 May, approximately 4.4 million animals had been vaccinated nationwide.

Steenhuisen acknowledged that movement restrictions have curtailed trade, raised feed costs and created market uncertainty, but emphasized the shift from a reactive to a proactive, risk‑based biosecurity model.

Expert Commentary

Wandile Sihlobo, chief economist at Agbiz, summed up the prevailing sentiment:

“Cost pressures from the Middle East conflict and the increased likelihood of adverse weather conditions in the coming production season are the biggest concerns for agricultural companies.”

He also stressed that rapid vaccination remains essential to alleviate financial strain on the livestock and swine industries.

The tentative peace signals between the United States and Iran, which could ease cargo flow through the Strait of Hormuz, offer a potential reprieve for fertilizer and oil prices. However, until such developments materialize, agribusinesses will continue to navigate a complex landscape of geopolitical, climatic and disease‑related challenges.
