APPO and GECF sign cooperation pact to strengthen energy partnership

Date:

APPO and GECF Formalize Strategic Cooperation

On July 20, 2026, the African Petroleum Producers’ Organization (APPO) and the Gas Exporting Countries Forum (GECF) signed a Memorandum of Understanding (MoU) aimed at deepening collaboration between Africa’s petroleum sector and the world’s leading gas‑exporting nations. The agreement was concluded at APPO’s headquarters in Brazzaville, Republic of the Congo, with senior officials from both organizations in attendance.

Signing Ceremony in Brazzaville

The MoU was signed by APPO Secretary‑General Farid Ghezali and GECF Secretary‑General Philip Msshelbila. Congolese Minister of Hydrocarbons Stev Simplice Onanga served as guest of honor, underscoring the host country’s commitment to fostering regional energy partnerships.

According to a joint press release issued by the two bodies, the ceremony highlighted a shared vision of “strengthening the energy dialogue between producers and consumers to improve the stability and security of global gas supply and demand.”[1]

Objectives of the Memorandum of Understanding

The MoU outlines several concrete areas of cooperation:

  • Joint research and feasibility studies on gas‑to‑power projects in African member states.
  • Exchange of technical expertise and best practices in upstream exploration, production, and downstream processing.
  • Co‑organization of workshops, seminars, and conferences focused on market transparency and investment facilitation.
  • Collaboration on data sharing initiatives to enhance forecasting accuracy for both oil and gas markets.
  • Exploration of financing mechanisms for infrastructure development, including pipelines and LNG terminals.

Why the Partnership Matters for Global Energy Markets

Both APPO and GECF represent constituencies that together account for a significant share of worldwide hydrocarbon output. By aligning their strategies, the two organizations aim to address several pressing challenges:

Enhancing Gas Supply Stability

GECF’s membership includes the world’s top gas exporters, such as Qatar, Russia, and Iran. Through coordinated dialogue with APPO—which aggregates African producers like Nigeria, Angola, and Algeria—the MoU seeks to reduce volatility in gas prices by improving market transparency and encouraging long‑term contract flexibility.

Supporting African Petroleum Development

African nations have vast untapped reserves, yet many face constraints related to infrastructure, technology, and financing. Access to GECF’s technical networks and potential investment channels could accelerate project timelines, increase government revenues, and promote job creation across the continent.

Statements from Leadership

“This MoU marks a pragmatic step toward bridging the gap between Africa’s resource potential and the global gas market’s need for reliable supplies. By working together, we can create win‑win solutions that benefit producers, consumers, and the broader economy.”

— Farid Ghezali, Secretary‑General, APPO

“Gas remains a cornerstone of the energy transition, and strengthening ties with African producers will help ensure that the continent’s resources are developed responsibly and integrated smoothly into global supply chains.”

— Philip Msshelbila, Secretary‑General, GECF

Looking Ahead

The implementation phase will begin with the establishment of a joint working group tasked with identifying pilot projects within the next six months. Progress will be reported annually at both the APPO General Assembly and the GECF Ministerial Meeting, allowing stakeholders to monitor outcomes and adjust strategies as needed.

As the global energy landscape continues to evolve, partnerships like the APPO‑GECF MoU illustrate how regional blocs can collaborate to enhance market resilience, foster sustainable development, and support the transition toward a lower‑carbon future.
