IOC Declines to Investigate FIFA President Gianni Infantino Over Alleged Political Interference

The International Olympic Committee (IOC) announced on Friday that it will not open an investigation into FIFA President Gianni Infantino regarding claims that he used political influence to prevent a one‑match ban for United States forward Folarin Balogun. The decision follows a formal complaint submitted by the London‑based non‑governmental organization FairSquare to the IOC Ethics Committee earlier this month.

Background of the Complaint

FairSquare alleged that Infantino intervened—reportedly with the assistance of then‑U.S. President Donald Trump—to overturn a disciplinary sanction against Balogun, who had been sent off in a World Cup qualifier. According to the NGO, this action breached the IOC’s requirement that its members maintain political neutrality, a principle enshrined in the Olympic Charter.

The complaint highlighted two specific points:

  • Infantino’s role in ensuring Balogun did not serve the mandatory one‑match ban after his red card.
  • The alleged involvement of the U.S. government in influencing FIFA’s disciplinary process.

IOC’s Jurisdictional Limits

In its statement, the IOC clarified that the Ethics Committee lacks authority to probe matters that concern only FIFA’s internal governance or its relations with national governments. The Committee’s mandate is limited to issues that directly involve the Olympic Movement or the IOC itself.

The IOC cited the following rationale:

“The complaint concerns only FIFA’s decisions regarding its governance and management, including its relations with the government, and FIFA’s implementation of the rules of its sport. Consequently, the complaint falls outside the jurisdiction of the IOC Ethics Commission.”

The Committee also noted that it does not possess independent investigative or sanctioning powers; it can only make recommendations to the IOC Executive Board, which is currently chaired by President Kirsty Coventry.

Over the past eight years, the IOC Ethics Committee has taken action against only one member for alleged unethical conduct: Sheikh Ahmad al‑Fahad al‑Sabah, a prominent figure in Olympic politics who was sanctioned in 2021 for breaching the Charter’s integrity provisions.

This limited track record underscores the Committee’s cautious approach, particularly when complaints pertain to the internal affairs of other international sports federations rather than direct Olympic‑related activities.

Reactions and Implications

FIFA has not publicly commented on the IOC’s decision. Infantino, who assumed the FIFA presidency in 2016 and became an IOC member in 2020, continues to lead world football’s governing body amid ongoing scrutiny of its governance practices.

Analysts suggest that the IOC’s reluctance to intervene may reinforce the perception of a clear division between the Olympic Movement’s ethical oversight and the autonomous governance of other sport federations. Nevertheless, the episode raises broader questions about how political neutrality is monitored across the global sports landscape, especially when high‑profile political figures are alleged to be involved.

For now, the matter remains confined to FIFA’s internal disciplinary mechanisms, and no further IOC action is anticipated unless new evidence emerges that directly links the alleged conduct to Olympic‑related activities.
