Libya’s Top Governing Bodies Agree on an Eight‑Month Election Roadmap

On Thursday, the heads of Libya’s parliament, the Presidential Council and the High Council of State issued a joint statement announcing a concrete timetable for presidential and parliamentary elections. The agreement calls for the polls to be held within eight months, with a target completion date of February 17, 2027. The leaders said the roadmap is intended to bring an end to the country’s prolonged transition period and to “unify the country’s institutions.”

Who Signed the Statement?

  • Aguila Salah – Speaker of the House of Representatives, based in Benghazi
  • Mohamed el‑Menfi – Chairman of the Presidential Council, based in Tripoli
  • Mohammed Takala – Chairman of the High Council of State, also based in Tripoli

Their combined endorsement marks the first time in recent years that the rival administrations have publicly aligned on a single electoral timeline.

Why Elections Matter Now

Libya has been mired in political fragmentation since the 2011 NATO‑backed uprising that toppled longtime ruler Muammar Gaddafi. The power vacuum spawned two competing authorities:

  • A United Nations‑recognized government operating from the capital, Tripoli
  • A rival administration anchored in the eastern cities of Benghazi and Tobruk

This division has hampered economic recovery, delayed oil‑sector reforms, and left many basic services strained. By setting a firm deadline for elections, the signatories hope to create a credible path toward a unified executive and legislative framework.

Eastern Forces’ Reaction and the U.S.‑Led Initiative

The Libyan National Army (LNA), commanded by eastern‑based leader Khalifa Haftar, did not outright reject the roadmap. Instead, the LNA announced its support for a separate plan promoted by the United States.

According to multiple reports, the U.S. effort is being spearheaded by Massad Boulos, President Donald Trump’s chief adviser on Arab and African affairs. Boulos described his proposal as “a unique and one‑of‑a‑kind initiative” and “a peaceful solution to the political crisis” that would enable elections “as soon as possible.” The LNA’s statement framed the U.S. plan as complementary to the eight‑month timetable, emphasizing a shared goal of unifying Libya’s executive powers.

UN Involvement and the Road Ahead

The timing of the announcement coincided with a briefing to the UN Security Council by Hanna Tetteh, head of the United Nations Support Mission in Libya (UNSMIL). Tetteh highlighted the importance of inclusive dialogue and urged all Libyan stakeholders to respect the agreed‑upon electoral schedule.

Observers note that the success of the roadmap will depend on several factors:

  • Ensuring security conditions allow for free and fair campaigning and voting
  • Resolving outstanding disputes over electoral laws and candidate eligibility
  • Maintaining coordination between the western and eastern administrations, as well as with armed groups such as the LNA
  • Continued diplomatic backing from international actors, including the United Nations and the United States

If the timetable is met, Libya could hold its first simultaneous presidential and parliamentary elections since the postponed vote of late 2021, marking a significant step toward ending years of interim governance and moving toward a more stable, democratic order.
